Swisstack wants task forces to study quality of life issues

Rio Rancho Mayor Tom Swisstack will ask the governing body to approve four separate resolutions that will create task forces that he says will improve the quality of life in Rio Rancho.


The mayor pitches his plan on Wednesday at 6 p.m. at Rio Rancho City Hall.

The task forces are for aesthetic quality, animal welfare, visual arts and cultural enrichment and disability.

“I am going to ask the governing body to start dealing with social issues centering around quality of life issues,” Swisstack said.

The aesthetic quality of life task force will provide the governing body with recommendations to improve the overall beauty and aesthetic quality of Rio Rancho so a uniform sense of community can be achieved, according to the resolution.

One resident from each of the city’s six council districts and an at-large member will serve on the board.

The board is required to provide a report detailing discussion and progress to date to the governing body within six months of its first meeting.

The animal welfare task force will provide goals and objectives to the governing body as it relates to recommended changes, additions and dele-tions to current city ordinances that would improve the overall welfare of animals in the city.

Some issues include spay/neuter regulations, animal cruelty rules and regulations and the establishment of standards for residents, adoption agencies, rescue groups, boarding facilities or entities that sell animals related to cleanliness, veterinary care, preventative health care and general wellness, according to the resolution.

Swisstack will choose nine members from a pool of candidates who submit applications and are approved by the governing body.

The task force will be comprised of two licensed veterinarian or animal care providers who work in Rio Rancho, a representative from state government with duties related to animal health and welfare, three people from either a rescue group, adoption agency or boarding facility located in the city, one person from a business that sells animas and two residents from the city.

The board is required to provide a report detailing discussion and progress to date to the governing body within six months of its first meeting.

The visual arts and cultural enrichment task force will develop goals related to the city’s public art program, create a list of recommendations related to the decoration of public facilities and create a public art master plan, according to the resolution.

Swisstack will choose seven members from a pool of candidates who submit applications and are approved by the governing body.

The board is required to provide a report detailing discussion and progress to date to the governing body within three months of its first meeting.

The disability task force will provide objectives to the governing body related to changes at public facilities that will increase use and access by those with disabilities, according to the resolution.

The board is required to provide a report detailing discussion and progress to date to the governing body within six months of its first meeting.

Note: The city council meeting is at 6 p.m., Wednesday at City Hall, 3200 Civic Center Circle. The meeting is open to the public.
