Three planning and zoning requests considered

The Rio Rancho planning and zoning board has nine items on the agenda for its 6 p.m. meeting on Tuesday at City Hall.

The development of the downtown area can proceed if the board approves a few items.

The state land office, Lions Gate Entertainment and the City of Rio Rancho want the planning and zoning board to approve a preliminary plat and a final plat for City Center, Tracts 1, 2A, 2B, 2C, and 3-9 (presently City Centre, Parcel B and Campus Centre, Tract 2)

The plan includes subdividing 334.2227 acres into 11 tracts east of Unser Boulevard and north of Paseo del Volcan in a Central Business District, a Special Use for Motion Picture Studio District, a Special Use District and a R-3/ Multi-Family District.

The planning and zoning staff recommends approval.

Avalon 528, represented by Peter Butterfield requests approval for the development of a 17,000 square foot retail center on 1.68 acres of property, known as Commerce Center, Block E, Lot 1A. 

The planning and zoning staff recommends approval.

The City of Rio Rancho solely has three requests.

The city wants a vacation of public right-of-way for a portion of 37th Street and 9th Avenue NE along the city property legally described as Unit 13, Block 92, Lots 22-26, and Loma Colorado, Tract P-1A-1, consisting of approximately 0.9882 acres. The purpose of the vacation is to replat the above property and right of way into a consolidated site covering approximately 19.08 acres for a city well site and arsenic treatment plant. 

The planning and zoning staff recommends approval.

The City of Rio Rancho also wants the planning and zoning board to rezone city property from single family residential, commercial and Special use/NR for educational, recreational and cultural uses to Special use/NR for public utilities in order to develop a city well site and arsenic treatment plant. The property covers approximately 19.08 acres and is legally described as Unit 13, Block 92, Lots 22-26, and Loma Colorado, Tract P-1A-1, and the public right of way along a portion of 37th Street and 9th Avenue NE. 

The planning and zoning staff recommends approval.

The final request is for the Planning and Zoning Board to recommend to the governing body on the draft of the new Chapter 159 of the Municipal Code:

The Outdoor Lighting Ordinance. This draft ordinance was originally submitted at the Nov. 13, 2007 planning and zoning board meeting for comment, but was withdrawn by staff for further work. The revised version has been resubmitted for this meeting. 

The planning and zoning staff recommends approval.

GM Land and Development, LLC, represented by Community Sciences Corp. requests that the board rezone 17 acres north of Inca Road and east of 28th Street from R-1, Single Family Residential, District to the R-4, Single Family Residential.

The planning and zoning staff recommends approval.

Highknoll Development, represented by Jill McMullen, wants the board to rezone 1.1 acres at the northeast corner of Northern Boulevard and Palm Road from R-1 Single Family Residential District to M-1 Light Manufacturing District.

Team Development, represented by Ron Spradlin, requests the board rezone 2 acres on the northeast corner of Northern Boulevard and Palm Road from R-1 Single Family Residential District to C-2 Wholesale and Warehouse Commercial District

The planning and zoning staff recommends approval.
